CYPHER TELEGRAM

from the Officer Administering the Government

Dated 29th September, 1937. Received 11.28 a.m.,29th Septembe

No.212.

Addressed to the Secretary of State for the Colonies

telegram No.212 of the 29th September repeated to Nanking

telegram No.42 Tokyo telegram No. 15 Commander-in-Chief

telegram No.16 copy to Commodore and General Officer

Commanding.

My telegram No. 196 Commodore is reporting to the

?

?

S.S.

Admiralty full particulars of the sinking of eleven Chinese fishing junks off Chilang point by Japanese submarine. Scharnhorst rescued ten survivors and brought them to

Hong Kong where they remain.

As it may be important to substantiate the dates and

other details I propose subject to your approval to hold enquiry here Marine Court (sec Section 19 of Ordinance 10 1899

would be impossible in view of definition of ships in Section ¿ (n) of the same, apart from nationality question. A Commissio

under Section 2 of Ordinance 13 of 1986 with personnel equivalent to Marine Court would seem appropriate.
